Farm and Aquaculture Alternative Energy Loan

In July 2008 Hawaii enacted legislation (HB 2261) which created a loan program for agriculture and aquaculture renewable energy projects. Farmers and aquaculturists may receive loans for projects involving photovoltaic (PV) energy, hydroelectric power, wind power generation, methane generation, bio-diesel and ethanol production. Loans may provide up to 85% of the project cost (up to a maximum of $1,500,000) for a term of up to forty years. To be eligible, the applicant must be a qualified farmer or aquaculturist with a sound credit rating and the ability to repay the loan, as determined by the Department of Agriculture.

Second Mortgage Program for Energy Conservation

Alaska Housing Finance Corporation (AHFC) offers loans of up to $30,000, with a repayment term of 15 years, to qualified borrowers through the Second Mortgage for Energy Conservation program. Borrowers apply to AHFC for financing to make energy improvements on owner-occupied properties. Applicants must select from the list of energy upgrades, which are provided by an AKWarm certified energy rater. All improvements must be completed within 365 days of loan closing. PNM - Residential Energy Efficiency Rebate Program

Solar Water Heating Requirement for New Residential Construction

In June 2008, Hawaii enacted legislation, SB 644, with the intent to require solar water-heating (SWH) systems to be installed on all single-family new home construction, with a few exceptions. This legislation had several errors that were corrected by legislation passed during the 2009 legislative session. Local Option - Property Tax Assessment for Energy Efficient Buildings

In March 2008, Virginia enacted legislation that would allow local jurisdictions to assess the property tax of energy efficient buildings at a reduced rate. Under this law, eligible energy-efficient buildings, not including the real property on which they are located, may be considered a separate class of property for local taxation purposes. Columbia Water & Light - Home Performance with ENERGY STAR Rebates

Columbia Water and Light, a municipal utility, offers rebates to its residential customers who make certain energy efficient improvements to the home. Under the Home Performance with Energy Star program, prescriptive rebates are available for windows, doors, air conditioners, heat pumps and building insulation while rebates for air duct sealing are based on performance tests.
