Can I run something, or charge a battery with a Solar Cell? No, and yes....generally you need to connect a quantity of Solar Cells together to achieve the proper Voltage and Current (Amps) to power or Charge a given device.

What is Voltage and Amps? It is advisable to look at it as water in a garden hose. The pressure that the water comes out of the hose at is similar to Voltage. How much of a flow is the Amps. You can have a lot of Voltage but very little Amps and vice versa.

Are Solar Cells rated in DC or AC voltage? DC. DC is Direct Current. AC is Alternating Current.

What is a Solar panel? A Solar Panel is any grouping of 2 or more Solar Cells that are connected together (usually by soldering using thin flat wire) and then either glued or encapsulated onto a base board (metal or plastic...or even wood) then placed in sunlight to generate a given amount of electricity to 1. Run a device, or 2. Charge a battery.
