Breaking news: Utilities Commission discussing Xcel solar rebate

The Colorado Public Utilities Commission hearing regarding Xcel Energy’s proposal to reduce its Solar Rewards program is underway.

Interested parties—solar installers, residents and stakeholders on both sides—are crammed into a hearing room at the CPUC right now, listening to the Colorado Solar Industries Association and Xcel discuss the fate of the Solar Rewards program, which is currently suspended.

Susan Perkins, an attorney at Perkins Energy Law and COSEIA’s advocate at the meeting, told the PUC board that COSEIA wants the Solar Rewards program unfrozen in the interim while the board makes a decision.

Xcel Energy takes issue with that request and warned that simply turning the rebate back on will make a bad situation worse. The company said that it set a cap on the program of 3 megawatts, which has already been reached.

One question from the floor was how Xcel counted the 3 megawatts.

Xcel said that it used to wait for a deposit before a project was counted. Now, the utility counts the project once the application is accepted.

The Commission could possibly come to a decision in a couple hours.
